Horndiplomat- Majority of Somaliland parlaiment has opposed the State of emergency on Sanaag Region.
At a joint session of the Somaliland bicameral parliament, today, the House opposed to approve a State of Emergency Bill which Somaliland President Musa Bihi Abdi, submitted them for ratification.
Out of a possible 184 MPs, 107 attended today’s session. After the Presidential Decree and the latter of request for ratification was read out to the members, the House of Representatives House Speaker, Bashe Mohamed Farah, chairing the session in the absence of the Guurt Speaker, put the issue to vote. He asked the floor to raise hands, first, if they approved.
Only 40 raised hands – some hesitantly. This meant that the number who would either vote against it or abstain was far greater than the number who wished it pass.
On 30 April, the president of Somaliland Muse Bihi Abdi declared president of Somaliland Muse Bihi Abdi declaredState of Emergency on Sanaag region, issued Emergency Law .
The Emergency Law gives the president huge power and subjects the management and security of the area under the military.
The Somaliland Presidential spokesman said insecurity at the area necessitated the State of Emergency. This is the first time it is used at least in the last 15 years.
