On Sunday, 19 March 2017, the Republic of Somaliland signed a historic agreement with the United Arab Emirates (UAE) which grants the latter the right to establish a military base in Berbera in exchange for a wide-ranging cooperation on economic, political, security and foreign relations between the two sides.
According to His Excellency, the Minister of Foreign Affairs and International Cooperation, Dr. Saad Ali Shire, the two sides agreed, at a macro level, on a protocol which specifies:

The UAE to build a new international airport in Berbera for civilian aviation and cargo use

Construction of the 250-km Berbera-Wajaale asphalt road

Projects covering education, power, energy and health

The UAE opens its labor/employment market for Somaliland nationals

The UAE government to encourage its business community on investment opportunities in Somaliland
